?Fire one mo' Fuh Farro? - Stabroek News

Shades of A ?Bad John? Government?

The lead component of today?s written conversation here is actually not mine. It belongs to two Guyanese ladies who, though they might not be fans of each other, are amongst the country?s more accomplished, creative communicators. In a variety of media.

Even the caption is from Paloma Mohammed?s Tribute, ?Fire one for Farro?.

The other lady of the written word is Parvati Persaud-Edwards. Today my own emphasis is on Parvati the Creative writer. Not the more political/biographer ?loyalist? she sometimes seems to be.

Frankly Speaking, it was Parvati Persaud-Edwards? glowing tribute to the late Ivan Forrester in the Sunday Chronicle which evoked a reasonable amount of personal shame in me and motivated this offering. Indifference, losing touch, or the routine daily struggle for a working-class existence, caused me not to know that Ivan ?Farro? Forrester ? one of our poor but accomplished poets, artists, writers, hinterland (amateur) anthropologists ? passed away a few weeks ago.

I felt empty on reading Persaud- Edwards on Sunday. I confess that I did not know that Farro was even still alive! A rootsy but creative intellectual from Josiah?s Cathedral of the Forests had inherited our society?s ignorant disdain as he, his mortal self, passed on in, and into, oblivion. But wait! Not his life?s contributions not his innate literary and artistic genius. We still can recapture all that. But why am I going on about all this? Soon come?

Through the eyes and words of the two ladies of literature, I with their explicit permission, pay this brief tribute to Farro. (There are many interested who don?t get the Sunday Chronicle.)

Parvati ? On Forrester

Persaud ?Edwards waxed emotional with me on the phone, this past Tuesday. As in her Chronicle tribute, she spoke of Farro- The Brother of Her Heart, his life in the Bush, his excellent unique expressionist painting and poetry from the river and forests, his liquor and eccentricities but most of all, his humanity towards her throughout his life.

Two excerpts from Parvati:? ?Ivan Forrester (Farro) and I had so much in common that I do not know where to begin to tell this story. We were both artists and creative writers, with poetry being our medium of choice. And his famous anthology, ?A Voice from Cuffy?s Grave?, always held me in thrall, especially his epic tribute to that majestic river. And that was another shared love: Mother Nature and the wilds.

I did not attend Farro?s funeral, because I am not given to keeping quiet in the face of hypocrisy, and the false praises and platitudes that were sure? to have? been heaped on Farro? may have made ? me lose my famous temper and tell some persons what I really thought of them.

Farro was more than an exceptionally gifted artist and writer. Many of the artifacts on display in the anthropological museum were discovered by Farro; but the credit was stolen by someone else. And that is another trait I share with Farro: We let others rob us of the credit for our achievements without complaining. So Farro has died in anonymity, as I will one day; but as long as someone can find joy in? reading ?A Voice from? Cuffy?s Grave? , or enjoy the amazing hinterland experience as depicted on his many canvases, he will remain alive. And his voice will forever thunder to the cadences of the birdsong in flight in Guyana?s rainforests, the real home of his heart.?

Paloma ? On the Poet, Farro?

In truth and fact I had never bothered to enquire why notes on Forrester had been passed to me a few weeks ago. They came from Dr James Rose, but were compiled by ?young? Dr Paloma Mohammed.? (Poor indifferent me?)

Those notes touched on Ivan?s biography- his birth at Manchester, Corentyne, the Berbice Village of Phillip Moore;? his forays into the heartland as a meteorological field assistant ? the sojourn of his soul where he communed with nature and produced his best work in paint and poetry.
An excerpt from Paloma?s notes: ?His sojourn in the interior of Guyana fed his artistic thirst as he produced excellent paintings including ?Light on Terrain? (1966) and ?Mazaruni? (1973). In fact many of his poems were about nature and the powerful connection he seemed to have to it ?? Maybe because he was also a visual artist he found the rare space between the mind?s eye and the poet?s tongue that makes great art so magnificent.? This is why I call him ?the greatest of Guyana?s nature artists? for he was not only poet but visual artist.

Of all the poems he had ever written his ?The Man, The River and The Wind? has had the most profound influence on me and my life.? In this poem the poet engages the elements and compares the life of man to a struggle between these elements which he often loses.? His own life seems to have been marred by small tragedies.? I have surmised from one of his poems that he may have lost a good friend ?Agrippa? in a boat accident in the interior of Guyana and so he may not have ever fully recovered?.

Dr Paloma Mohammed ? the Poet ? also wrote? ?Every time a poet dies, I think there should? be thunder, but only the silent tear, the mite ? ignoble goodbye??

Appeal ? Action?

Forrester?s death in anonymity tinged with poverty, is a stark reminder to me to ask those organizations and ?associations? which represent local artists, artistes and creative minds, to really organize and plan for the future, even as they take care of the present.

Economic challenges in this Blighted Land ? politically blighted, I mean ? prevent genuine committed representative bodies from mobilizing? and building enterprises of comfort and hope.? I?m impressed by the efforts of the ex-soldiers even as I despair for any calypso association.? Sculptors, artists, singers, musicians, et al, fashion groups; come up with a directory of needy creative people.? Counsel those who fritter away earnings and invite downfall upon themselves ? only to ?buse de govament?.? My street-smart knowledge tells me whether Billy Moore, Family Teach, Terrence Ali or Billy Wade self-destructed, but that is another issue.

And what should be the role of Government and its Ministry of Culture?

Well, when genuine deserving cases of the struggling artist are identified a welfare fund, a state pension or a subsidized cottage on allocated land should be made available promptly.

Millions wasted on hinterland roads or buildings in the Capital could be diverted for this.

Why, I?m trying to produce my ?unsung heroes? biographies and am made to beg! Farro?s passing has inspired me to keep going.? And I?ll cherish the memory of Henry Josiah and Farro discussing poetry in a most seedy rum-shop on South Road; or Martin Carter in another ? White Star in Alberttown.? Pure genius and muses at play!

Government as ?Bad-John?

When I was growing? ? up in Alberttown ? read fifty-five, sixty years ago ? the really bad guys, the violent, unruly characters were described by the adults as ?Bad Johns?.

I?ll have to return to this, even as the Opposition tries to confront it.? But this one-year government frequently reminds me of the Bad Johns of my childhood.? Look how it often ignores reason, compromise or sharing!

The President himself declares his position not to recognize any Opposition-Majority-Only Bill passed.? The government is determined to govern, so all or any projects must not be subject to effective scrutiny. The Linden Agreements taking months to be implemented. (Y?all wait, or riot again nuh!)

No compromise with Georgetown?s City Hall (which has not distinguished itself); talk til y?all blue the Marriott will be built; the Chronicle continues to be exclusive, especially on Sundays; the Public Service Union is routinely ignored and Dr Luncheon invites an Opposition ?Rumble?. Bad-John behaviour at its best! Take care other jealous Bad-Johns don?t start to emulate in the best way they know how.? Or will the Big Bad John prevail, never-the-less? What a blight!

On patrol with a shark ranger in Indonesia

Conservation International works with Indonesian children to help them learn how to protect the most diverse underwater region in the world. ?NBC News' Richard Engel reports.

RAJA AMPAT, Indonesia ? The remote Indonesian archipelago of Raja Ampat is home to an underwater treasure trove of coral reefs and tremendous biodiversity, miles away from polluted urban centers and human encroachment.

The faraway islands in Western Papua, regarded by many marine experts as having the potential to help restore the world's ailing coral reefs, are vulnerable to the unchecked exploitation of a lucrative treasure that is rapidly disappearing from Indonesia's waters: sharks.

China's growing appetite for the de rigueur shark fin soup has attracted fishermen from elsewhere in Indonesia and Southeast Asia to the waters around Raja Ampat's 1,500 islands.

Alarmed, conservationists and local villagers worked together to create the Misool Eco Resort and Conservation Center in 2005, establishing a 165-square-mile "No-Take Zone" that banned fishing.

When a neighboring village requested to take part, the area was expanded to 472 square miles, roughly the size of the city of Los Angeles.

The Misool team also recruited a group of rangers to help patrol the waters for illegal fishermen. Earlier this year, NBC News had an opportunity to go on patrol with Abdul Razak Tamher, 31, one of the first rangers.

Q: Before 2005, what were shark and fish stocks like in this area of Raja Ampat?

A: Before 2005, one of the main occupations of the people of my village was fishing. That's what we did every day and one of the big things fished were sharks. By the 2000s there were very few sharks left in the area, but in the 1980s and 90s when I was fishing there were lots of sharks. A lot of people used dynamite and potassium cyanide for fishing.

Q: So did villagers in Misool know they had to change the way things were done?

A: At that time, people here really didn't think much about shark or marine conservation. We didn't know shark fishing was illegal (prior to the formation of the No-Take Zone in 2005, the local governor had actually signed a law against shark fishing) because nobody from the government came out here to tell or educate us that it was illegal and bad for the ecology to fish sharks.

It was really through the efforts of the resort to educate the village about the importance of sharks and protecting the marine environment that we saw the importance of it and began to appreciate the natural beauty ourselves. Now if people from my village hear of a shark fishing boat coming into this area, they get really upset.

NBC News' Richard Engel talks to a Conservation International scientist as he identifies a new species of fish.

Q: Is conservation a completely foreign idea here? Isn't there a long tradition of seasonal fishing and spiritual beliefs around protecting certain animals?

A:?We've embraced principles of conservation since the beginning of our culture. They were simple ideas, but they still worked for us. For example, we would harvest clams from the ocean for six months, then depending on the ocean conditions, we would close that area for sometimes up to a year before harvesting again.

Many of the original families in this area are forbidden to eat different sea creatures like sharks or turtles or other kinds of fish. In each case, there is a reason why each family respects and protects a certain animal. It could be that a family member or fisherman generations ago was rescued by that species or guided to land at a time of need. Many still believe that if someone in the family breaks this taboo, they will get sick or something bad will happen.

Q:?In 2006, the rangers were formed with just five of you and a few of you were actually former shark fishermen. What made you make such a dramatic change in your life?

?A:?I personally wasn't involved in shark fishing, but other original rangers that were here in the beginning and their village elders were shark fishermen. Even though they were shark fishermen and lived off the harvest of the ocean, they realized that they needed to preserve this area and the marine life for future generations to come.

Many of us felt ? and still feel today ? that if we told our children or grandchildren that there were lots of fish and sharks in the sea around these islands and they went there and saw none they would think that we were liars and we just couldn't allow that to happen.

Q:?What was it like in the early days with the rangers?

A:?The rangers weren't really effective until 2009 because at that time there was only one speed boat that was always busy getting lumber for the construction of the resort. So we would only go out if we saw an illegal boat go past the resort. From 2006-2009, we went out almost every day. In the months of June and July, the area was choked with shark finning boats from as far away as Java that cast long lines with sometimes 1,000 or 2,000 hooks to catch sharks.

To expel the foreign boats, it wasn't a problem. We would just go up to the boats and tell them leave and they would go. Local fishermen were tougher. Most of the problems had to do with local fishermen not agreeing with the contract we signed with Misool Eco Reserve to create the no-take zones or claiming they were not around when the contract had been reached. They would also say we have it easy since we work as rangers and make a lot of money, so we don't need to fish like they did.

Q:?How soon after the reserve formed did you start to see results from the sanctuary?

A:?After two or three years, I started to see a lot of sharks in the lagoons and my friends who went diving began to see more fish. There were just some researchers here in Misool who were shocked by the amount of fish who were in the protected areas. The results have just been amazing.

Q:?How have the villages in the area adapted to the sanctuary?

A:?In the beginning, there were a lot of problems with the villagers not understanding the rangers' mission. The most important thing we did to get people behind us was to use Adat, or traditional Papuan village law. This was done by developing a close relationship with the ancestral village head, as he holds the power of the village and so people will listen to what he says. If we didn't have the village head, then it would have been difficult to enforce the rules of the sanctuary.

Q:?What's next for the rangers in the coming years?

A:?We all hope the ranger patrol can continue forever and that we have the resources to keep recruiting young people from the villages to the patrol. We now have three ranger stations built and we hope to have three rangers in every station with small, fuel-efficient boats that can be used to spot illegal fishermen and intercept them until support can show up.

The other big problem we'd like to fix is communication. Radio communication in this region of Raja Ampat is difficult because all the radios we have now are line-of-sight and the islands interfere with signal within short distances. The plan is to build a main radio/repeater station that will cover the entire area so that there is clear contact throughout the sanctuary.

Hardaway scores 23, No. 4 Michigan beats K-State

NEW YORK (AP) ? Tim Hardaway Jr. scored 23 points before he left late in the game after he was kneed in the head, and No. 4 Michigan beat Kansas State 71-57 on Friday night to win the NIT Season Tipoff.

Glenn Robinson III had 12 rebounds, and Trey Burke and Jon Horford had 10 points each for the Wolverines. Hardaway made 10 of 15 shots from the field before he was hurt with about four minutes left. He returned to the bench in time to celebrate with the rest of his team.

Rodney McGruder scored 16 points and had seven rebounds, and Angel Rodriguez scored 10 points for Kansas State (5-1).

Michigan (5-0) won the tournament, previously known as the Preseason NIT, for the first time. It was the Wolverines' first title in a significant preseason tournament since the 1997-98 season, when they beat Syracuse to capture the Puerto Rico Holiday Classic.

Michigan will get another test on Tuesday when it faces No. 16 North Carolina State in the Big Ten-ACC challenge on Tuesday.

The Wolverines struggled at the end of the first half against Kansas State while Trey Burke and Jordan Morgan sat on the bench in foul trouble. But Hardaway took over early in the second half.

He made four baskets in the first eight minutes as Michigan got out to a 49-30 lead. At one point, he showcased a crossover of the sort that made his father famous, juking Kansas State's Will Spradling to give himself a wide open shot that he knocked down to wild cheering just as the crowd at Madison Square Garden finished gasping at the move.

That basket made it 43-27, and Michigan kept up the pressure, taking a 21-point lead with a little over 10 minutes to play.

From there, it was mostly a formality.

In its semifinal, Kansas State overcame a pesky Delaware team that should contend in the Colonial Athletic Association, but Michigan was several notches above the Blue Hens and the Wildcats didn't have much of an answer. They got off to a slow start in each half, and spent most of their effort trying to chip away at Michigan's lead.

Michigan had a 10-point advantage midway through the first half, but gave some of it back after Morgan and Burke each got two fouls. The Wildcats were outshot 48 percent to 29 percent in the half, but only trailed by five at 29-24.

The Wildcats should be favored in their next four games before they face No. 7 Florida on Dec. 22. They open the Big 12 season Jan. 5 against Oklahoma State.

Michigan's road isn't as easy ? the Wolfpack come to Ann Arbor on Tuesday, and Michigan returns to New York on Dec. 15 for a game against West Virginia at the Barclays Center in Brooklyn.

Michigan fans started a chant of "Beat Ohio!" during an extended timeout with 3:37 to play and Michigan up 66-47. Michigan plays archrival Ohio State ? or "Ohio," according to Wolverines football coach Brady Hoke ? on Saturday at Ohio Stadium. At the end they did it again, standing and cheering as the Wolverines dribbled out the clock.

Cheap? Suh's cleat hits Schaub below the belt

DETROIT (AP) - The left cleat of Detroit Lions defensive tackle Ndamukong Suh connected with Houston Texans quarterback Matt Schaub in his groin area in their Thanksgiving game.

It wasn't clear on replays Thursday whether it was intentional.

"I really don't have anything to say about that play or that person," Schaub said.

Suh was on his chest, taken down by an offensive lineman, when he extended his left foot below Schaub's belt. Suh didn't talk to reporters after the game.

Last year on Thanksgiving, Suh was ejected for stomping on the right arm of Green Bay offensive lineman Evan Dietrich-Smith and was suspended for two games.

Suh has been fined in previous seasons for roughing up quarterbacks: Cincinnati's Andy Dalton, Chicago's Jay Cutler and Cleveland's Jake Delhomme.

Nokia still has a ways to go before directions in Nokia Transit (also known as Nokia Transport) are on par with Google's, but the Finnish crew is clearly on the right track with a fresh update to its Windows Phone and Symbian apps. Travelers now see segmented route maps that provide a closer look at key points in the trip as well as more focused directions at those crucial moments. The app is that much more savvy about travel times, as well -- the forward-thinking can at last plan trips days in advance, and there's new options for relative arrival times as well as a simplified destination history. Symbian even gets its own specific update with long-overdue support for route updates in-app, rather than through upgrading the app itself. TextMaster Raises ?1.64M To Bring The Crowd To Translation, Copywriting & Proofreading

The Brussels-headquartered company says it will use the new capital to "accelerate" growth as it expands internationally, including opening an office in New York.

Tight lending standards rein in housing recovery

The housing recovery has achieved lift-off, but it won't reach escape velocity until tight-fisted banks loosen tough lending?standards put in place after the worst housing crisis since the Great Depression.

The latest signs of strength came from Tuesday?s numbers on housing starts for October, which hit the highest rate in more than four years. Construction began at a seasonally adjusted annual rate of 894,000 units ? at 3.6 percent gain ? to hit the highest level since July 2008 when the housing bust was in full swing.

?It?s clear that the home?building recovery is gathering a real head of steam,? said Paul Diggle, a housing economist at Capital Economics.

Superstorm Sandy, which slammed the East Coast in late October, had little impact on the numbers; the Northeast accounted for about 8 percent of overall housing starts.

The homebuilding data followed a report Monday showing that sales of existing homes also perked up in October, by 2.1 percent to a seasonally?adjusted annual rate of 4.8 million units. Though some of the hardest-hit markets haven?t yet joined the recovery, prices are also rising again in most regions. ?

The long-overdue turnaround in the housing market follows the historic collapse that dragged the U.S. economy into the worst recession since the 1930s.

Rising prices are helping to spur demand among buyers who had been waiting for signs that the worst of the price collapse had run its course.

The supply of unsold homes, once glutted by a huge inventory of properties seized in foreclosure, has fallen along with the pace of new foreclosures. The inventory of existing homes has fallen by more than 20 percent in the past year to about 5.3 months? supply, at the current sales pace. That?s the lowest level since the market was booming in late 2005.

The housing recovery is also being spurred by an improved job market, which has helped halt the erosion of home?ownership, as younger buyers feel more secure about forming new households. The latest Census data show that some 1.2 million new households were formed in the 12 months ending in September, the highest rate in six years.

The revival of the housing market also comes as the Federal Reserve's four-year effort to push money back into the busted real estate bubble finally seems to be paying off.

The Fed recently renewed its strategy to target housing as part of its plan to boost overall growth. In September, the central bank said it will buy $40 billion in mortgage-backed securities per month until the job market shows more convincing signs of recovery.

That flood of cash has further depressed returns for investors, prompting more of them to move cash into real estate. Strong demand from renters has brought healthy increases in monthly rents and sparked a boom in rental housing. In October, starts for multifamily homes surged 11.9 percent to a 300,000-unit rate.

As investors have returned to the market, all-cash buyers now make up nearly 30 percent of all home purchases, roughly double the levels seen in a?healthy housing market, according to the National Association of Realtors.

But millions of home buyers who rely on credit to buy a home are shut out. According to Ronald Peltier, CEO of HomeServices of America, a real estate brokerage firm.

"(Tight credit) is eliminating a lot of buyers from the marketplace who are creditworthy people -- sincere,?earnest Americans wanting to buy a home,? he told CNBC. ?"They're just kept out of the market.?

For borrowers, the first hurdle is coming up with a down payment; many lenders insist on 20 percent of the home?s purchase price. Though the median down payment fell in 2012, it remains far above the housing boom, when nearly half of first-time buyers made no down payment at all.

About three out of four first-time buyers tapped into savings to come up with that down payment; one in four relied on a gift from a friend or relative, typically their parents, according to?the NAR.

But scraping together a down payment won?t get your loan approved. Most lenders insist on a FICO credit score of 720 or higher. During the housing boom, a ?prime? borrower needed a 680 score or better. Many subprime lenders all but ignored credit scores. ?

The housing bust demonstrated how much financial damage was caused by widespread lending abuses.

So it made sense for lenders to raise credit standards after the bubble burst, Bernanke told a housing advocacy group last week.

"However, it seems likely at this point that the pendulum has swung too far the other way, and that overly tight lending standards may now be preventing creditworthy borrowers from buying homes, thereby slowing the revival in housing and impeding the economic recovery," Bernanke said.

Home?building is expected to add to the growth of gross domestic product growth this year for the first time since 2005.

By itself, the housing industry makes up a relatively small portion of GDP. But the housing industry is an important component of the overall recovery from recession because home sales drive purchases of other goods, like furnishings and appliances.

That spillover effect from the bottoming in housing has helped boost growth, but not nearly to levels seen in past recoveries. Some four years after the recession ended, the growth in gross domestic product, at about 2 percent, is far weaker than in past recoveries.

Despite recent gains, the housing market remains deeply depressed from the boom years of the mid-2000s. Housing starts in October were about 40 percent of their 2.27 million-unit peak in January 2006.

The housing industry?s revival has also failed to spur job growth.?Despite the recent pick-up in new home building, for example, residential construction jobs fell in October to less than 560,000, close to record lows in 1992, according to Michael Dolega, an economist at TD Economics.

Appeal by 'Desperate Housewives' actress denied

LOS ANGELES (AP) ? The California Supreme Court has declined to review Nicollette Sheridan's lawsuit over the demise of her role on "Desperate Housewives."

The state's high court said Friday it would deny an appeal by the actress in her wrongful termination case against ABC and Touchstone Television.

Sheridan said she was fired because she claimed she was hit in the head by series creator Marc Cherry. ABC attorneys claimed Sheridan's contract simply was not renewed.

In March jurors deadlocked after a two-week trial. An appeals court found in August that Sheridan was not entitled to a new trial, but should be allowed to file an amended lawsuit claiming she was retaliated against because she complained about her boss.

"Desperate Housewives" concluded its eight-season run this year.

Calls to Sheridan's representatives were not immediately returned Sunday.

A new Ohio law designed to make convicted criminals more employable means you must immediately review your hiring practices.

Ohio Senate Bill 337 lets job applicants ?seal? one felony conviction and one misdemeanor conviction or two misdemeanor convictions. That means they need not disclose those convictions when applying for jobs. Additionally, many juvenile offenses need not be reported. In return, em??ployers are granted partial immunity from certain negligent hiring lawsuits.

The law took effect Sept. 28.

S.B. 337 also assists employers that require state licenses by providing qualified applicants with a Certificate for Qualification for Employment. Employers are immune to any negligent hiring lawsuits for individuals possessing the certificate, unless the employee ?subsequently demonstrates dangerousness or is convicted of or pleads guilty to a felony, and if the employer retains the individual as an employee after the demonstration of dangerousness or the conviction or guilty plea.?

Possessing the certificate does not entitle the employee to any preferential treatment after he or she is hired. It merely certifies that the person may hold the applicable license at the time of hire.

Yahya Al Jabri named chairman of Oman's bourse watchdog

MUSCAT, Nov 19 (Reuters) - Oman's stock market watchdog, the

Capital Market Authority (CMA), has appointed Yahya bin Said Al

Jabri as its chairman, the Muscat Securities Market website said

on Monday.

The website did not elaborate but a CMA spokesman said Al

Jabri, who in the past was president of the watchdog, had

returned to replace Commerce and Industry Minister Ali bin

Masoud al Sunaidy as chairman.

The spokesman did not give a reason for the change, but said

Al Jabri would simultaneously keep his post as chairman of the

Special Economic Zone Authority at Duqm, a key industrial and

trade hub under development.

A major current focus of the CMA is introducing Islamic

finance into Oman. Both the CMA and the central bank have been

drawing up a regulatory framework for the industry which is

expected to be announced in coming months.

Abdullah Salem Al Salmi remains executive president of the

CMA.

Stryker-Indigo launches East Africa Sports; Moves to establish permanent news bureau in Kenya

The newswire, designed to be part of the company's Boxscore World Sportswire (www.boxscorenews.com)
division, will operate an Africa news bureau headquartered in Mombassa,
Kenya. The Kenya news bureau will be mandated to report on regional and
continent sports covering all of Sub-Saharan Africa with special
emphasis on the twenty countries that comprise Eastern Africa.

On the expansion announcement, Stryker-Indigo Vice President, Darril Fosty, said, "Few people realize the diversity of the East Africa region nor the fact that the total population of these 20 countries is 340 million people - making it larger in population size than the United States" Added Fosty, "This is an emerging sports market that is under-served by the traditional brands and global media. Due to the language diversity of this geographic region, the Kenya operations will feature articles written in three languages: English, French, and Swahili. New Westminster parents signal non-confidence in debt-ridden school board

Parents at New Westminster secondary have passed a motion of non-confidence in the board of education following its third deficit ?in 11 years.

Although the board has hired a consultant to review the books, it?s done that before and parents aren?t optimistic, said Mary Ann Mckenzie, chair of the school?s parent advisory council (PAC). They are appealing for help from the B.C. Education Ministry and the provincial Auditor General.

?We need the big guns to come in now,? Mckenzie?said in an interview. ?This is serious.?

UPDATE: It seems, however,?the big guns aren?t coming. Education Minister Don McRae issued a statement Friday expressing confidence that the board, aided by the consultant, will find a solution. ?The ministry is working with School District 40 on options. The collective goal is to eliminate the deficit while minimizing any impact on students and programs,? he said.

School district managers stated publicly in June that they were ending 2011-12 with a small surplus but two months later, secretary-treasurer Brian Sommerfeldt found that the surplus had evaporated and left a $2.8-million deficit (which included about $500,000 still owing government from the 2008 deficit).

Three deficits in 11 years indicate something is broken, Mckenzie?said. The motion won?unanimous support during a PAC meeting Thursday, and although the number of attendees was small, Mckenzie said?knows the sentiment in the motion is shared widely?by parents.

The District Parent Advisory Council is expected to discuss the motion at a meeting Monday.

The preamble to the non-confidence motion says many of the trustees and senior administrators have been in positions of responsibility for more than one of the three deficits yet weren?t able to anticipate this latest one.

?Be it resolved that the New Westminster secondary school parent advisory council is compelled to express its complete lack of confidence in the ability of the current board of education and senior administration . . . to competently manage the financial affairs of the district.?

Democrats and Republicans seem determined to skate perilously close to the edge of the year-end "fiscal cliff." They're sticking to their guns for now while offering just enough wiggle room to hint at a last-minute compromise.

It's just a matter of who blinks first.

Both sides have aggressively laid down opening demands for budget talks that begin Friday at the White House.

President Barack Obama would raise taxes on households with annual incomes over $250,000. Republicans wouldn't ? and insist federal deficits must be restrained mostly by federal spending cuts, including benefit programs.

Neither side wants to see the government go over the cliff on Jan. 1, when a mountain of tax breaks expire and automatic spending cuts kick in, absent congressional action. That could hurl the economy back into recession.

"I'm open to new ideas," said Obama, fresh from his re-election victory. House Speaker John Boehner sees a new "spirit of cooperation."

Thus, Republicans say they could accept some increase in tax revenues ? but only by trimming deductions and loopholes. And Democrats are OK with more spending restraint ? so long as benefit programs like Medicare and Social Security are protected.

It's a dangerous game.

Voters mostly blamed Republicans for a 1995 government shutdown during a budget impasse with President Bill Clinton.

A postelection Pew Research Center poll shows 53 percent would blame congressional Republicans if no deal is reached by Dec. 31 ? compared to 29 percent who'd blame Obama.

The cliff is just over six weeks off ? including Thanksgiving and Christmas holidays. Obama, touring New York storm damage Thursday, leaves Saturday on a four-day Asia trip.

"Time is running out," says House Budget Chairman Dave Camp, R-Mich.

Veteran budget analyst Stan Collender says avoiding the cliff is "less of an imperative for Democrats now than it was before" the election and that "we're more likely to go off the cliff than to avoid it."

Breastfeeding Reduces Risk Of Childhood Obesity Your Health ...

oronto researchers have discovered that breastfeeding can reduce the risk of childhood obesity, if the child is exclusively breastfed for at least three months.

?Rather than trying to treat the symptoms later, we?re better off trying to prevent them in the first place,? Dr. Stephen Lye, associate director of Mount Sinai?s Samuel Lunenfeld Research Institute, said.

?This study is one of the first examples of early intervention in the fight against obesity,? he said.

The Mount Sinai study was published in the International Journal of Epidemiology on Thursday.

Researchers found that if a child is exclusively breastfed for at least three months, it can help reverse the effects of the obesity gene (FTO).

Dr. Laurent Briollais, Dr. Taraneh Abarin and Lye studied 1096 children in Western Australia from birth to 14 years of age.

They found that children who were predisposed to the FTO gene were less likely to be obese if they had been breastfeed.

Facebook?s larger advertisers, unsurprisingly, aren?t willing to say much ? on the record, at least ? about the proposed class action lawsuit which claims up to 20 percent of pay-per-click advertising on the site comes from ?invalid? clicks.

Facebook says the suit is bogus, and is fighting an appeal in the case.

One key issue in the case is Facebook?s refusal to allow its clicks to be audited by a third party like the IAB, the Media Ratings Council or Ernst & Young.

Speaking privately, the company?s clients and competitors tell us they are aware that Facebook is non-transparent when it came to its advertising business.

None of them believed Facebook was acting improperly. And none sympathized with the suit. One said, ?We trust Facebook and know that they are always working to refine their filters and to identify invalid clicks.?

Another added, ?I don't think they're ripping people off.?

However, they also said that because Facebook is so big it is able to play by its own rules in a way that might not be healthy .

?They don't let you audit,? said one client. ?It's a little bit suspect. A bit of a conflict of interest. ? You have to trust Facebook's numbers.?

Another added, ?They're not playing by the rules everyone else is playing by. It?s definitely an issue that there's this 800 pound gorilla out there that isn't playing by the rules.?

One major issue for advertisers is that they can only observe Facebook?s clicks independently if they send traffic off the site to their own web sites. As most campaigns are designed to send traffic to the advertisers? Facebook page, those clicks remain inside Facebook ? and thus invisible to outside analytics.

?A lot of campaigns are not sending traffic off site so there's no way to check,? one client told us.

Another said, ?If we are driving users to a Facebook page ? then we rely on Facebook metrics (impressions, clicks, conversions, engagement ?) as the click goes directly to the Facebook page and not through a redirect AND we can?t fire pixels on Facebook pages like we can on external sites.?

Shuman Ghosemajumder, Google?s former click fraud czar who is now vp/strategy at Shape Security, told us that he knows many of the team members at Facebook who are working on click validation. ?They are investing heavily in this area,? he says. A third-party audit of clicks, however is a ?non-trivial? event at a company, he says. It requires time and resources, and an outside company must come in and perform experiments with the internal engineers. Nonetheless, ?they need to take this very seriously,? he says.

Hamburg's deal with Muslims sparks concerns - The Local

Hamburg has become the first German state to strike an historic agreement with Muslim community groups, but the deal has riled some members of the political establishment, who claim it undermines the separation of religion and state.

The agreement was struck between Hamburg city authorities and the council of Islamic communities (Schura), the Turkish-Islamic Union (Ditib), the association of Islamic cultural centres (VIKZ), as well as the city's Alevi community. Hamburg Mayor Olaf Scholz was set to sign it on Tuesday, the Hamburger Abendblatt newspaper reported.

Religious instruction in schools and state recognition of Muslim holidays are among the cornerstones of the deal, which ties into existing agreements with Christian churches and Jewish communities.

In future, Muslim teachers will join Protestant pedagogues at the front of the classroom, the paper said. Moreover, Muslim holidays would be given equal status with other religious holidays, such as the Day of Prayer and Repentance celebrated by Christians.

The agreement, which was launched by the city's former mayor Ole von Beust in 2007, also sees Muslim groups pledge to adhere to the core values set out in Germany's constitution - including religious tolerance and gender equality.

Yet despite broad support for the deal in Hamburg's legislative assembly, not all politicians have endorsed it.

Members of the pro-business Free Democrats have taken a critical view, with the party's deputy in the assembly, Anna von Treuenfels, telling the Hamburger Abendblatt that such agreements "fundamentally contradict the liberal world view that calls for maximum possible separation of religion and churches and the state."

She also warned that "imprecise" formulations in the agreement could open the city up to legal headaches - saying it does not expressly regulate the wearing of headscarves or other religious clothing, such as the burka, during school instruction.

Hamburg's school board dismissed those concerns, however, saying decisions on such issues would be made on a case-by-case basis.

Droopy 'fantasy breasts' disappoint Knightley

Keira Knightley may be an English rose, but there's long been one particular media thorn in her side: her weight. While the "Anna Karenina" star famously (and successfully) filed suit against a British tabloid for labeling her anorexic, the actress has long faced accusations that she's too skinny. And the weight of those words hasn't left her unaffected.

"The anorexic stuff--it's always going to have an impact, so I think it did hit pretty hard," Allure's December cover girl told the magazine. "Because you go, oh, maybe that's right! I knew I wasn't anorexic, but maybe my body is somehow not right."

And while the 27-year-old is comfortable with her body, she revealed that the movie industry hasn't always been as accepting of her natural form as it should have been.

"They always pencil in my boobs," she explained of her films' excessive Photoshopping and general body altering in promotional materials. "I was only angry when they were really droopy.

"For 'King Arthur,' for a poster, they gave me these really strange droopy tits. I thought, well if you're going to make me fantasy breasts, at least make perky breasts."

As for Knightley herself, she's tried to strike a balance between how she has to promote her image (and, it follows in her industry, body), while holding on to her own beliefs--which, she readily admits, don't always reconcile.

"I am a feminist, but I clearly objectify myself--so that right there is a total contradiction to feminist principles."

Meanwhile, the Oscar-nominated actress, while young and perpetually in demand now, is also aware that that won't always be the case.

"It's very, very hard on women who get older," she said. "I can say that when I'm 27, you know. Talk to me when I'm 37."

Air Force to release report on sex-with-recruits scandal

SAN ANTONIO (Reuters) - The U.S. Air Force on Wednesday will release the results of its internal investigation into a scandal involving 11 military training instructors charged with sexual offenses against recruits at Lackland Air Force Base in Texas.

The 11 instructors - sergeants whose job is to mold recruits into airmen and women during a grueling 8-1/2 week basic training program - have been charged with offenses ranging from inappropriately touching female recruits to sexual assault.

Five instructors have been convicted or pleaded guilty at courts-martial and have been sentenced to terms ranging from 30 days to 20 years in prison. The others are in various stages of the military legal process.

The Air Force has said 48 women have come forward with what investigators consider credible stories of sexual misconduct.

"The 38 members of the investigation team conducted hundreds of interviews and contacted 18,000 individuals," said Brent Boller, a spokesman for Joint Base San Antonio, which includes Lackland Air Force Base.

Lackland is the home of all Air Force basic military training, and trains about 35,000 recruits each year.

The results will be announced by Major General Margaret Woodward, who was named by Air Education and Training Commander General Edward Rice to conduct the probe.

U.S. Representative Jackie Speier, a Democrat who is on the House Armed Services Committee, said she has little faith the military will be able to police itself.

"I want to be pleasantly surprised by the report, but I am not holding my breath," Speier, a strong critic of the Air Force's handling of the scandal, told Reuters on Tuesday.

In response to the Lackland scandal and other reports of sexual misconduct in the military, Speier has introduced a bill that would strip the Pentagon of the authority to investigate claims of sexual offenses among military members and refer them to an independent agency.
